ರಾಜಕೀಯ ಜೀವನ ಪ್ರಾರಂಭವಾದದ್ದು 1936ರಲ್ಲಿ. ಡಾ.ಎನ್.ಎಸ್.ಹರ್ಡಿಕರ್ರೊಡನೆ ಸಂಪರ್ಕ ಬೆಳೆಸಿ ಸಂಘಟನೆಯ ಕೆಲಸದಲ್ಲಿ ತೊಡಗಿಕೊಂಡು ನಂತರ ಪ್ರದೇಶ ಕಾಂಗ್ರೆಸ್ ಕಮಿಟಿಯ ಅಧ್ಯಕ್ಷರಾದರು. 1968ರಲ್ಲಿ ಅಖಿಲ ಭಾರತ ಕಾಂಗ್ರೆಸ್ ಸಮಿತಿಯ ಅಧ್ಯಕ್ಷರಾದರು. ನಿಜಲಿಂಗಪ್ಪನವರು ಮೈಸೂರು ಕಾಂಗ್ರೆಸ್ಸಿನ ಅಧ್ಯಕ್ಷರಾದ ನಂತರ 1968ರಿಂದ 1971ರ ತನಕ ಭಾರತೀಯ ರಾಷ್ಟ್ರೀಯ ಕಾಂಗೆಸ್ಸಿನ ಅಧ್ಯಕ್ಷರಾಗಿದ್ದರು. 1946-1950ರ ತನಕ ಸಂವಿಧಾನ ಸಭೆಯ ಸದಸ್ಯರಾಗಿದ್ದರು. ಚಿತ್ರದುರ್ಗ ಕ್ಷೇತ್ರದಿಂದ ಪ್ರತಿನಿಧಿಸಿ ಕೇಂದ್ರ ಸಂಸತ್ತಿನ ಸದಸ್ಯರಾದರು. ಅವರನ್ನು ಆಧುನಿಕ ಕರ್ನಾಟಕದ ನಿರ್ಮಾಣಕಾರರೆಂದು ಕರೆಯಲಾಗುತ್ತದೆ. ಅವರು ವ್ಯವಸಾಯ, ನೀರಾವರಿ, ಕೈಗಾರಿಕೆ ಮತ್ತು ಸಾರಿಗೆ ಕ್ಷೇತ್ರಗಳಲ್ಲಿ ವಿಶೇಷ ಅಭಿವೃದ್ಧಿಯನ್ನು ಮಾಡಿದರು.
