ಕೆಂಗಲ್ ಹನುಮಂತಯ್ಯನವರು 1952 ರಿಂದ 1956 ರವರೆಗೆ. ಈಗಿನ ಕರ್ನಾಟಕ ರಾಜ್ಯದ ಹಿಂದಿನ ಸ್ವರೂಪವಾದ ಹಳೇ ಮೈಸೂರು ಪ್ರಾಂತ್ಯದ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿದ್ದವರು. ಅವರ ದೂರದೃಷ್ಟಿ ಮತ್ತು ವಿಧಾನಸೌಧದ ನಿರ್ಮಾಣಕ್ಕಾಗಿ ಅವರನ್ನು ನೆನೆಯಲಾಗುತ್ತದೆ.
ಸ್ವತಂತ್ರ ಭಾರತದ ಪ್ರಮುಖ ರಾಜಕೀಯ ಮುತ್ಸದ್ದಿಯೂ , ಧೀಮಂತ ರಾಜಕಾರಣಿಯೂ ಆದ ಶ್ರೀ ಕೆಂಗಲ್ ಹನುಮಂತಯ್ಯನವರು ಆಗಿನ ಬೆಂಗಳೂರು ಜಿಲ್ಲೆಯ,ಈಗಿನ ರಾಮನಗರ,ರಾಮನಗರ ತಾಲೂಕಿನ ಲಕ್ಕಪ್ಪನಪಳ್ಳಿಯಲ್ಲಿ 1908ರಲ್ಲಿ ಒಕ್ಕಲಿಗ ಕುಟುಂಬವೊಂದರಲ್ಲಿ ಹುಟ್ಟಿದರು. 1930 ರಲ್ಲಿ ಮೈಸೂರು ಮಹಾರಾಜಾ ಕಾಲೇಜಿನಿಂದ ಆರ್ಟ್ಸ್ ಪದವಿಯನ್ನು ಪಡೆದರು. ನಂತರ ಪೂನಾಲಾ ಕಾಲೇಜಿನಿಂದ ಎಲ್. ಎಲ್. ಬಿ. ಯನ್ನು ಮುಗಿಸಿದರು. ಅದೇ ವರ್ಷ ಅವರು ಬಾರ್ ಪ್ರವೇಶಿಸಿ ಸತತ ಯಶಸ್ವೀ ವೃತ್ತಿಗೆ ನಾಂದಿ ಹಾಡಿದರು. ಕಾಲೇಜು ದಿನಗಳಲ್ಲಿಯೇ ಅವರು ತಮ್ಮ ಉತ್ಸಾಹ ಮತ್ತು ಚುರುಕುತನವನ್ನು ಪ್ರದರ್ಶಿಸಿದ್ದರು. ವಿದ್ಯಾರ್ಥಿ ಸಂಘ ಮತ್ತು ಕರ್ನಾಟಕ ಸಂಘಗಳಿಗೆ ಕಾರ್ಯದರ್ಶಿಯಾಗಿ ಆಯ್ಕೆಯಾಗಿದ್ದರು. ಮಹಾತ್ಮಾ ಗಾಂಧಿಯವರಿಂದ ಪ್ರೇರಿತರಾಗಿ ಸ್ವಾತಂತ್ರ್ಯಹೋರಾಟಕ್ಕಿಳಿದು ಅದಮ್ಯಶಕ್ತಿ ಮತ್ತು ಅರ್ಪಣಾಮನೋಭಾವವನ್ನು ಮೆರೆದರು. ಈ ಹೋರಾಟದ ಅವಧಿಯಲ್ಲಿ ಅವರು ಏಳು ಬಾರಿ ಬಂಧನಕ್ಕೊಳಗಾದರು. ಸುದೀರ್ಘ ಹೋರಾಟದ ನಂತರ ಭಾರತವು 1947 ರ ಅಗಸ್ಟ್ 15ರಂದು ಸ್ವತಂತ್ರವಾಯಿತು. ರಾಜಕಾರಣದಲ್ಲಿ ಅದಾಗಲೇ ಸುವಿಖ್ಯಾತರಾಗಿದ್ದ ಕೆಂಗಲ್ ಹನುಮಂತರಾಯರನ್ನು ಒಮ್ಮತದಿಂದ ‘ಕಾಂಗ್ರೆಸ್ ಸಂಸದೀಯ ಪಕ್ಷದ ನಾಯಕ’ರನ್ನಾಗಿ 1948ರಲ್ಲಿ ಆರಿಸಲಾಯಿತು.
1951ರಲ್ಲಿ ಮೈಸೂರು ರಾಜ್ಯಕ್ಕೆ ಕೆಂಗಲ್ ಹನುಮಂತಯ್ಯನನವರು ಎರಡನೆ ಮುಖ್ಯಮಂತ್ರಿಯಾದರು. ಜನರ ನಿಜವಾದ ನಾಯಕನಾಗಿದ್ದುಕೊಂಡು ರಾಜಕೀಯ ಹಸ್ತಕ್ಷೇಪವಿಲ್ಲದ ದಕ್ಷ ಆಡಳಿತವನ್ನು ನೀಡಿ ರಾಜ್ಯದ ಏಳಿಗೆಗೆ ಮತ್ತು ಗ್ರಾಮೀಣ ಜನರ ಉದ್ಧಾರಕ್ಕೆ ದುಡಿದರು. ದೂರದೃಷ್ಟಿಯುಳ್ಳ ನಾಯಕನಾಗಿ ಅವರು ಅನೇಕ ಸಾಧನೆಗಳನ್ನು ಮಾಡಿದರು. ಅದಕ್ಕೆ ಬೆಂಗಳೂರಿನಲ್ಲಿರುವ ಭವ್ಯ ವಿಧಾನಸೌಧ ಕಟ್ಟಡವೇ ಸಾಕ್ಷಿಯಾಗಿದೆ. ದೇಶದಲ್ಲೇ ಅತಿ ದೊಡ್ಡದಾದ ಶಾಸಕಾಂಗ ಮತ್ತು ಆಡಳಿತ ಕಚೇರಿಯ ಕಟ್ಟಡವಿದು. ಇದರ ಕಲ್ಪನೆ ಮತ್ತು ನಿರ್ಮಾಣ ಪೂರ್ಣತಃ ಅವರದೇ. ಈ ‘ಗ್ರಾನೈಟ್ ಕಟ್ಟಡ ರಚನೆ’ಯು ‘ದ್ರಾವಿಡ ಶೈಲಿ’ಯನ್ನು ಆಧರಿಸಿದೆ. ಜವಾಹರಲಾಲ್ ನೆಹರುರವರು ‘ಈ ಕಟ್ಟಡವನ್ನು ನೋಡಿ ಮಂತ್ರಮುಗ್ಧನಾದೆ’ ಎಂದು ಹೇಳಿದ್ದಾರೆ.
ಅವರು ಭಾರತೀಯ ರಾಜ್ಯಗಳಿಗೆ ಮಾದರಿ ಸಂವಿಧಾನದ ಕರಡು ಸಮಿತಿಯ ಭಾಗವಾಗಿದ್ದರು ಮತ್ತು ಫೆಡರಲಿಸಂ ವಿಷಯದ ಬಗ್ಗೆ ಮಧ್ಯಸ್ಥಿಕೆಗಳನ್ನು ಮಾಡಿದರು. ಸಂವಿಧಾನ ಸಭೆಯಲ್ಲಿ ಅವರು ರಾಜ್ಯಗಳಿಗೆ ಹೆಚ್ಚಿನ ಸ್ವಾಯತ್ತತೆಗಾಗಿ ವಾದಿಸಿದರು
ಕರ್ನಾಟಕದ ಏಕೀಕರಣವು ಅವರ ಇನ್ನೊಂದು ಮಹಾನ್ ಸಾಧನೆ. ಕನ್ನಡ ಮಾತನಾಡುವ ಪ್ರದೇಶಗಳನ್ನು ಒಂದೇ ರಾಜ್ಯವಾಗಿಸುವಲ್ಲಿ ಅವರು ಪ್ರಮುಖ ಪಾತ್ರ ವಹಿಸಿದರು. ಭಾಷೆಯಾಧಾರಿತ ರಾಜ್ಯ ನಿರ್ಮಾಣವನ್ನು ಬೆಂಬಲಿಸಿ 1955ರಲ್ಲಿ ‘ಮೈಸೂರು ವಿಧಾಯಕಸಭೆ’ಯಲ್ಲಿ ಅವರು ಮಾಡಿದ ಭಾಷಣವು ಐತಿಹಾಸಿಕವಾಗಿದೆ.
ಮೈಸೂರು ರಾಜ್ಯದ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿದ್ದವರು ಕೆಂಗಲ್ ಹನುಮಂತಯ್ಯ. ಇವರು 1952ರಿಂದ -1956ರವರೆಗೆ ಸೇವೆ ಸಲ್ಲಿಸಿದ್ದರು. ಅವರ ಅತಿ ದೊಡ್ಡ ಕೊಡುಗೆಯೆಂದರೆ ವಿಧಾನಸೌಧ ನಿರ್ಮಾಣ. ಹನುಮಂತಯ್ಯನವರು 1908ರಲ್ಲಿ ಲಕ್ಕಪ್ಪನಹಳ್ಳಿ ಎಂಬ ಚಿಕ್ಕ ಗ್ರಾಮದಲ್ಲಿ ಜನಿಸಿದರು. ಮೈಸೂರು ಮಹಾರಾಜ ಕಾಲೇಜಿನಲ್ಲಿ ಕಲಾ ಪದವಿ ಪಡೆದು 1932ರಲ್ಲಿ ಪೂನಾ ಲಾ ಕಾಲೇಜಿನಿಂದ ಕಾನೂನು ಪದವಿಯನ್ನು ಪಡೆದರು. ನಂತರ ಡಾ.ಪಿ. ಟಂಡನ್ರವರ ಸಲಹೆಯಂತೆ ಸ್ವಾತಂತ್ರ್ಯ ಹೋರಾಟದಲ್ಲಿ ಪಾಲ್ಗೊಂಡರು. ಮಹಾತ್ಮಾ ಗಾಂಧೀಜಿಯವರಿಂದ ಪ್ರೇರಿತರಾಗಿ ಚಳವಳಿಗಳಲ್ಲಿ ತೊಡಗಿಸಿಕೊಂಡಿದ್ದ ಹನುಮಂತಯ್ಯ ಅವರನ್ನು 9 ಬಾರಿ ಬಂಧಿಸಲಾಗಿತ್ತು. ರಾಜಕೀಯದಲ್ಲಿ ಸಂಪೂರ್ಣವಾಗಿ ತೊಡಗಿಕೊಂಡಿದ್ದ ಅವರನ್ನು 1948ರಲ್ಲಿ ಮೈಸೂರಿನಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ ಪಾರ್ಲಿಮೆಂಟರಿ ಪಕ್ಷದ ನಾಯಕರಾಗಿ ಅವಿರೋಧವಾಗಿ ಆರಿಸಲಾಗಿತ್ತು ಮತ್ತು ಮೈಸೂರು ರಾಜ್ಯದ ಎರಡನೇ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿ ಪ್ರಮಾಣವಚನ ಸ್ವೀಕರಿಸಿದರು. ಅತ್ಯಂತ ದಕ್ಷವಾದ ಆಡಳಿತ ನಿರ್ವಹಣೆ ಕೊಡುಗೈ ದಾನಿ ಮುಂತಾದ ವಿಶೇಷ ಗುಣಗಳು ಅವರಲ್ಲಿತ್ತು. ಅವರ ಅಧಿಕಾರಾವಧಿಯಲ್ಲಿ ಗ್ರಾಮೀಣ ಜನರ ಅಭಿವೃದ್ಧಿ, ಆರ್ಥಿಕ ಅಭಿವೃದ್ಧಿಗಳಿಗೆ ವಿಶೇಷ ಒತ್ತು ನೀಡಲಾಗಿತ್ತು.
