ಜೀತ ಪದ್ಧತಿಯು ಭೂಮಾಲೀಕ ಹಾಗೂ ಬೇಸಾಯಗಾರನ ಸಂಬಂಧವನ್ನು ಕ್ರಮಪಡಿಸುವ ಊಳಿಗಮಾನ್ಯಯುಗದ ಒಂದು ಪದ್ಧತಿ. ಇದು ಚೀನ, ಈಜಿಪ್ಟ, ಮಧ್ಯಯುಗದ ಯೂರೋಪ್, ಜಪಾನ್, ರಷ್ಯ ಮುಂತಾದ ದೇಶಗಳಲ್ಲಿ ಪ್ರಚಲಿತವಾಗಿತ್ತು. ಇದು ಒಂದೊಂದು ಪ್ರದೇಶದಲ್ಲಿ ಒಂದೊಂದು ಮಾದರಿಯದಾಗಿದ್ದಿತಾದರೂ ಇದರ ಮುಖ್ಯ ಲಕ್ಷಣಗಳು ಎಲ್ಲೆಡೆಯಲ್ಲಿಯೂ ಏಕರೀತಿಯಾಗಿದ್ದವು. ಪಡೆದ ಸಾಲಕ್ಕೆ ಪ್ರತಿಯಾಗಿಯೋ ಅನ್ಯ ಜೀವನೋಪಾಯವಿಲ್ಲದೆಯೋ ಶ್ರೀಮಂತನ ಮನೆಯ ಆಳಾಗಿ ದುಡಿಯುವ ಪದ್ಧತಿ ಭಾರತದಲ್ಲಿ ಈಗಲೂ ಇದೆ. ಇದು ಪಾಶ್ಚಾತ್ಯ ರೀತಿಯ ಜೀತಪದ್ಧತಿಯಲ್ಲ. ಇದೂ ಜೀತಾಗಾರಿಕೆಯೆನಿಸಿಕೊಂಡಿದೆ, ಮಧ್ಯಯುಗದ ಯೂರೋಪಿನಲ್ಲಿ ಭೂಮಿಯೆಲ್ಲವೂ ಮೇನರ್ ಅಥವಾ ಜಹಗೀರುಗಳೆಂಬ ದೊಡ್ಡ ವಿಭಾಗಗಳಾಗಿ ವಿಂಗಡಿಸಲ್ಪಟ್ಟು ಒಂದೊಂದು ಜಹಗೀರು ಒಬ್ಬೊಬ್ಬ ಪ್ರಭು ಅಥವಾ ಒಡೆಯನಿಗೆ ಸೇರಿತ್ತು. ಇದರ ಪೈಕಿ ಒಂದು ಭಾಗ ಜಮೀನು ಪ್ರಭುವಿನ ಅನುಭೋಗಕ್ಕಾಗಿಯೇ ಸಾಗುವಳಿಯಾಗುತ್ತಿತ್ತು. ಉಳಿದ ಭಾಗವನ್ನು ಹಲವಾರು ಜೀತಗಾರರು ಪ್ರಭುವಿನಿಂದ ಪಡೆದು ಸಾಗುವಳಿ ಮಾಡುತ್ತಿದ್ದರು. ಇವರು ತಮ್ಮ ಹಿಡುವಳಿಯ ಜೊತೆಗೆ ಪ್ರಭುವಿನ ಭೂಮಿಯನ್ನೂ ಸಾಗುವಳಿ ಮಾಡಬೇಕಾಗಿತ್ತು.
ಜೀತ ಪದ್ಧತಿಯ ಕ್ರಮ :
ಒಡಯನಿಗಾಗಿ ಜೀತಗಾರ ಅನೇಕ ವಿಧದಲ್ಲಿ ದುಡಿಯಬೇಕಿತ್ತು. ವಾರಕ್ಕೆ ಎರಡು ಮೂರು ದಿನ ಒಡೆಯನ ಜಮೀನಿನಲ್ಲಿ ಬಿಟ್ಟಿ ದುಡಿಯಬೇಕು. ಇದಲ್ಲದೆ ಒಡೆಯನನ್ನು ತೃಪ್ತಿಪಡಿಸಲು ಇತರ ರೀತಿಯಲ್ಲೂ ದುಡಿಯಬೇಕಿತ್ತು. ತನ್ನ ಜಮೀನಿನ ಕೆಲಸ ಎಷ್ಟೇ ತುರ್ತಾಗಿರಲಿ, ಒಡೆಯನ ಭೂಮಿಯನ್ನು ಮೊದಲು ಉತ್ತು ಅವನ ಭೂಮಿಯ ಬೆಳೆಯ ಕೊಯ್ಲು ಮಾಡಬೇಕು. ಬಿರುಗಾಳಿ ಮತ್ತು ಕ್ರಿಮಿಕೀಟಗಳಿಂದ ನಾಶವಾಗದಂತೆ ಒಡೆಯನ ಬೆಳೆಯನ್ನು ರಕ್ಷಿಸಬೇಕು. ಅವನ ಧಾನ್ಯವನ್ನೂ ಇತರ ಸರಕುಗಳನ್ನೂ ಮಾರುಕಟ್ಟೆಗೆ ಸಾಗಿಸಬೇಕು. ತನ್ನ ಸ್ವಂತ ಕೆಲಸ ಬಿಟ್ಟು ರಸ್ತೆ, ಸೇತುವೆ ಇತ್ಯಾದಿಗಳನ್ನು ದುರಸ್ತು ಮಾಡಿಕೊಡಬೇಕು. ಅಷ್ಟೇ ಅಲ್ಲ, ಅವನಲ್ಲಿದ್ದ ಯಾವುದೇ ವಸ್ತು, ಕುರಿ, ಕೋಳಿ ಎಲ್ಲದರ ಮೇಲೂ ಪ್ರಭುವಿನ ಒಡೆತನವಿತ್ತು.
ಜೊತೆಗೆ ಜೀತಗಾರ ಒಡೆಯನನ್ನೇ ಅವಲಂಬಿಸಿದ್ದ. ಇದರ ಸಂಕೇತವಾಗಿ ಅವನ ಒಡೆಯನಿಗೆ ಒಂದು ಬಗೆಯ ತಲೆಗಂದಾಯ ಸಲ್ಲಿಸಬೇಕಾತ್ತು. ಈ ಸಲ್ಲಿಕ ತೀರ ಹೆಚ್ಚಿನದೇನೂ ಆಗಿರಲಿಲ್ಲ. ಆದರೆ ಇದು ಒಡೆಯನ ಆಶ್ರಯವನ್ನು ಅಂಗೀಕರಿಸಿದ್ದರ ಸಂಕೇತ. ಜೀತಗಾರ ಸತ್ತಾಗ ಅವನ ಹಿಡುವಳಿಯನ್ನು ಅವನ ಉತ್ತರಾಧಿಕಾರಿ ಪಡೆಯಬಹುದಿತ್ತು. ಆದರೆ ಇದಕ್ಕಾಗಿ ಒಡೆಯನಿಗೆ ಶುಲ್ಕ ತೆರಬೇಕಾಗಿತ್ತು. ಜೀತಗಾರನಾಗಲಿ ಅವನ ಮಕ್ಕಳಾಗಲಿ ಮದುವೆಯಾಗುವಂತಿದ್ದರೆ ಒಡೆಯನ ಅನುಮತಿಯನ್ನು ಪಡೆಯಬೇಕಾಗಿತ್ತು. ಏಕೆಂದರೆ ಜೀತಗಾರ ಇಲ್ಲವೆ ಅವನ ಮಕ್ಕಳು ಸ್ವತಂತ್ರಸ್ತ್ರೀಯರನ್ನು ಮದುವೆ ಮಾಡಿಕೊಳ್ಳುವಂತಿದ್ದರೆ ಅವರಿಗೆ ಹುಟ್ಟುವ ಮಕ್ಕಳು ಪ್ರಚಲಿತ ಸಂಪ್ರದಾಯದ ಪ್ರಕಾರ ಸ್ವತಂತ್ರರಾಗಿ ಒಡೆಯನಿಗೆ ಮುಂದೆ ಜೀತಗಾರರ ಸರಬರಾಜು ಕಡಿಮೆಯಾಗಿ ಸಾಗುವಳಿಗೆ ತೊಂದರೆಯುಂಟಾಗುತ್ತಿತ್ತು.
ಹೀಗೆ ಜೀತಗಾರನಿಗೆ ಒಂದು ದೃಷ್ಟಿಯಲ್ಲಿ ವ್ಯಕ್ತಿಸ್ವಾತಂತ್ರ್ಯ ಹಾಗೂ ಆರ್ಥಿಕ ಸ್ವಾತಂತ್ರ್ಯವಿರಲಿಲ್ಲ. ಜೀತಗಾರನ ಸ್ಥಿತಿಯನ್ನು ಅರ್ಥಮಾಡಿಕೊಳ್ಳಬೇಕಾದರೆ ಅವನನ್ನು ಈಗಿನ ಗೇಣಿದಾರ ಹಾಗೂ ಗುಲಾಮನೊಡನೆ ಹೋಲಿಸಬೇಕು. ಗೇಣಿದಾರ ಭೂಮಾಲೀಕನ ಜಮೀನನ್ನು ಸಾಗುವಳಿಮಾಡಿ ಪ್ರತಿಯಾಗಿ ಒಪ್ಪಂದದ ಪ್ರಕಾರ ಗೇಣಿಯನ್ನು ಹಣರೂಪದಲ್ಲಾಗಲಿ ಧಾನ್ಯರೂಪದಲ್ಲಾಗಲಿ ಸಲ್ಲಿಸುತ್ತಾನೆ. ಇವನು ಇಚ್ಛೆಬಂದಾಗ ಭೂಮಾಲೀಕನ ಸಂಬಂಧವನ್ನು ತ್ಯಜಿಸುವ ಸ್ವಾತಂತ್ರ್ಯ ಪಡೆದಿರುತ್ತಾನೆ. ಇವನು ಭೂಮಾಲೀಕನಿಗೆ ಬೇರೆಯಾವ ರೀತಿಯಲ್ಲೂ ಕಟ್ಟುಬಿದ್ದಿರುವುದಿಲ್ಲ. ಜೀತಗಾರನೂ ಪ್ರಭುವಿನಿಂದ ಪಡೆದ ಭೂಮಿಯನ್ನು ಸಾಗುವಳಿ ಮಾಡಿ ಪ್ರತಿಯಾಗಿ ಶ್ರಮ, ಹಣ ಇಲ್ಲವೇ ಧಾನ್ಯದ ರೂಪದಲ್ಲಿ ಕಾಣಿಕೆ ಸಲ್ಲಿಸುತ್ತಿದ್ದನಾದರೂ ಗೇಣಿದಾರನ ಹಾಗೆ ಅವನು ಬೇರೆ ಒಡೆಯನಲ್ಲಿ ಸೇರಿಕೊಳ್ಳುವ, ಇಲ್ಲವೇ ಮತ್ತೊಂದು ಸ್ಥಳಕ್ಕೆ ವಲಸೆ ಹೋಗುವ ಸ್ವಾತಂತ್ರ್ಯ ಪಡೆದಿರಲಿಲ್ಲ. ಅವನು ನೆಲಕ್ಕೆ ಕಟ್ಟುಬಿದ್ದಿದ್ದ. ಅವನು, ಪ್ರಭು ಎಲ್ಲರೂ ಕಟ್ಟುಕಟ್ಟಳೆಗಳಿಂದ ಬಂಧಿತರಾಗಿದ್ದರು. ಜೀತಗಾರನ ಸ್ಥಿತಿಗುಲಾಮನ ಸ್ಥಿತಿಯಂತೇನೂ ಇರಲಿಲ್ಲ. ಗುಲಾಮನು ಉತ್ಪಾದನೆಯ ಪ್ರಕ್ರಿಯೆಯಲ್ಲಿ ಪ್ರಯೋಗಿಸುವಂಥ ಉಪಕರಣಗಳ ಪೈಕಿ ಒಂದೆನೆಸಿ, ಒಡೆಯನ ಸ್ವತ್ತಾಗಿರುತ್ತಿದ್ದ. ಗುಲಾಮನ ಶ್ರಮಕ್ಕೆ ಪ್ರತಿಯಾಗಿ ಊಟ ವಸತಿಗಳನ್ನು ಒಡೆಯ ಒದಗಿಸುತ್ತಿದ್ದ. ಗುಲಾಮನನ್ನು ಒಡೆಯ ಇತರ ಪ್ರಾಣಿಗಳಂತೆ ಅಥವಾ ವಸ್ತುವಿನಂತೆ ಮಾರಬಹುದಿತ್ತು. ಆಗ ಗುಲಾಮ ತನ್ನ ಒಡೆಯನಿಂದ ಮಾತ್ರವಲ್ಲದೆ ತನ್ನ ಬಂಧುಬಳಗದಿಂದಲೂ ಬೇರ್ಪಟ್ಟು ಹೊಸ ಒಡೆಯನಲ್ಲಿಗೆ ವರ್ಗವಾಗುತ್ತಿದ್ದ. ಆದರೆ ಜೀತಗಾರನ ಸ್ಥಿತಿ ಇಷ್ಟು ದಾರುಣವಾಗಿರಲಿಲ್ಲ. ಜೀತಗಾರ ತನ್ನ ಊಟ ವಸತಿಗಳನ್ನು ತಾನೇ ಒದಗಿಸಿಕೊಳ್ಳುತ್ತಿದ್ದುದಲ್ಲದೆ ತನ್ನ ಅವಶ್ಯಕತೆಗಳಿಗಿಂತ ಹೆಚ್ಚಾಗಿ ಉತ್ಪಾದಿಸುವ ಸ್ವಾತಂತ್ರ್ಯ ಪಡೆದಿದ್ದ. ಅವನ ಪಾಲಿಗೆ ಬಂದಿದ್ದ ಜಮೀನಿನಿಂದ ಅಥವಾ ಅವನ ಬಳಗದಿಂದ ಅವನನ್ನು ಪ್ರತ್ಯೇಕಿಸಿ ಮಾರುವ ಹಕ್ಕು ಒಡೆಯನಿಗಿರಲಿಲ್ಲ. ಆದರೂ ಅವನ ಒಡೆಯ ತನ್ನ ಜಮೀನಿನ ಒಡೆತನವನ್ನು ಇನ್ನೊಬ್ಬನಿಗೆ ವರ್ಗಾಯಿಸಬಹುದಿತ್ತು. ಆಗ ಸಹಜವಾಗಿ ಜೀತಗಾರನಿಗೆ ಬೇರೊಬ್ಬ ಒಡೆಯ ಸಿಗುತ್ತಿದ್ದ. ಜೀತಗಾರ ಹೊಸ ಒಡೆಯನಿಗೆ ಸೇವೆ ಸಲ್ಲಿಸಿ ತನ್ನ ಪಾಲಿನ ಭೂಮಿಯನ್ನು ಸಾಗುವಳಿ ಮಾಡಿಕೊಂಡು ಜೀವನ ಸಾಗಿಸುತ್ತಿದ್ದನಷ್ಟೆ. ಗುಲಾಮನಿಗೂ ಜೀತಗಾರನಿಗೂ ಇದ್ದ ಒಂದು ಅತ್ಯಂತ ಮುಖ್ಯವಾದ ವ್ಯತ್ಯಾಸವೆಂದರೆ, ಗುಲಾಮನಿಗೆ ಇರದಿದ್ದ ಒಂದು ರೀತಿಯ ಭದ್ರತೆ ಜೀತಗಾರನಿಗಿತ್ತು. ಜೀತ ಮಾಡುವುದರಲ್ಲಿ ಏನೇ ಕಷ್ಟಗಳಿರಲಿ, ಅವನಿಗೆ ಅವನದೇ ಆದ ಕುಟುಂಬವಿತ್ತು, ಮನೆಯಿತ್ತು ಹಾಗೂ ಸಾಗುವಳಿಗಾಗಿ ಒಂದು ತುಣುಕು ಭೂಮಿಯಿತ್ತು. ಅಲ್ಲದೆ ಎಲ್ಲ ಜೀತಗಾರರೂ ಅಷ್ಟೇನೂ ಅಸ್ವಂತಂತ್ರರಾಗಿರಲಿಲ್ಲ. ಹೆಚ್ಚಿನ ವ್ಯಕ್ತಿಸ್ವಾತಂತ್ರ್ಯ ಹಾಗೂ ಆರ್ಥಿಕ ಸ್ವಾತಂತ್ರ್ಯ ಪಡೆದ ಜೀತಗಾರರೂ ಇದ್ದರು. ಇವರು ಪ್ರಭುವಿಗಾಗಿ ಅಷ್ಟೊಂದು ದುಡಿಯಬೇಕಾಗಿರಲಿಲ್ಲ. ಪದ್ಧತಿಗೆ ಅನುಸಾರವಾಗಿ ವಾರಕ್ಕೆ ಎರಡು ಮೂರು ದಿನ ಪ್ರಭುವಿನ ಜಮೀನಿನಲ್ಲಿ ಕೆಲಸ ಮಾಡಿದರೆ ಸಾಕಿತ್ತು. ಉಳಿದ ಕೆಲಸಗಳಿಂದ ಅವರಿಗೆ ವಿನಾಯಿತಿ ಸಿಗುತ್ತಿತ್ತು. ಇನ್ನು ಕೆಲವರು ಪ್ರಭುವಿಗಾಗಿ ದುಡಿಯುತ್ತಲೇ ಇರಲಿಲ್ಲ. ಇದಕ್ಕೆ ಪ್ರತಿಯಾಗಿ ತಮ್ಮ ಬೆಳೆಯಲ್ಲಿ ಒಂದು ಪಾಲನ್ನೋ ಹಣವನ್ನೋ ಕೊಡುತ್ತಿದ್ದರು.
ಜೀತ ಪದ್ಧತಿ ಗುಲಾಮಗಿರಿಯಿಂದಲೇ ಉದ್ಭವಿಸಿತು ಎಂದು ಅಭಿಪ್ರಾಯಪಡಲಾಗಿದೆ. ರೋಮ್‍ನಲ್ಲಿ ಗುಲಾಮರನ್ನು ದೊಡ್ಡ ಹಿಡುವಳಿಗಳಲ್ಲಿ ನಿಯಮಿಸಿ ಉತ್ಪತ್ತಿಯನ್ನು ಹೆಚ್ಚಿಸುವುದು ಕಷ್ಟ ಎಂಬುದು ಸುಮಾರು ಎರಡನೆಯ ಶತಮಾನದ ಹೊತ್ತಿಗೆ ಮನವರಿಕೆಯಾಯಿತು. ಆದಕಾರಣ ದೊಡ್ಡ ಹಿಡುವಳಿಗಳನ್ನು ಸಣ್ಣ ಹಿಡುವಳಿಗಳನ್ನಾಗಿ ವಿಭಾಗಿಸಿ ಅವುಗಳಲ್ಲಿ ಕೆಲಸವನ್ನು ಗುಲಾಮರಿಗೇ ದತ್ತಿಯಾಗಿ ಕೊಡಲಾಯಿತು. ಹೀಗೆ ಮಾಡುವುದರಿಂದ ಭೂ ಉತ್ಪತ್ತಿ ಸಾಮಥ್ರ್ಯ ಹೆಚ್ಚಾಗಬಹುದು ಎಂದು ನಂಬಲಾಗಿತ್ತು. ಈ ಉದಾಹರಣೆಯನ್ನು ಅನುಸರಿಸಿ ಯೂರೋಪಿನ ಅನೇಕ ರಾಷ್ಟ್ರಗಳಲ್ಲಿ ಸಣ್ಣ ಹಿಡುವಳಿಗಳನ್ನು ಗುಲಾಮರಿಗೆ ದತ್ತಿಯಾಗಿ ಕೊಡಲಾಯಿತು. ಆದರೂ ಭೂಮಿಯನ್ನು ದತ್ತಿಯಾಗಿ ಪಡೆದುಕೊಂಡ ಗುಲಾಮ ಸಂಪೂರ್ಣ ಸ್ವಾತಂತ್ರ್ಯ ಪಡೆಯಲಿಲ್ಲ. ಅವನು ತನ್ನ ಒಡೆಯನ ರಕ್ಷಣೆಯಲ್ಲೇ ಉಳಿದುಕೊಂಡು ಅವನಿಗೆ ಸೇವೆ ಸಲ್ಲಿಸುತ್ತಿದ್ದ. ಇದಲ್ಲದೆ ಗುಲಾಮರೇತರರೂ ಬೇರೆ ಕಾರಣದಿಂದ ಜೀತಪದ್ಧತಿಯನ್ನು ಅಂಗೀಕರಿಸಿದರು. ದಾಳಿಕಾರರ ಹಾಗೂ ದಬ್ಬಾಳಿಕೆಯ ನೆರೆಹೊರೆಯವರ ಕಿರುಕುಳವನ್ನು ತಪ್ಪಿಸಿಕೊಳ್ಳವ ದೃಷ್ಟಿಯಿಂದ ಒಬ್ಬ ಪ್ರಭುವಿನಿಂದ ಜಮೀನನ್ನು ದತ್ತಿಯಾಗಿ ಪಡೆದು, ಇಲ್ಲವೇ ತಮ್ಮ ಜಮೀನನ್ನು ಅವನಿಗೆ ಒಪ್ಪಿಸಿ ಮತ್ತು ಅವನಿಂದ ಎರವಲು ಪಡೆದು, ಅವನ ರಕ್ಷಣೆಯನ್ನು ಪಡೆದು ಇವರು ಜೀತಪದ್ಧತಿಯನ್ನು ಅಂಗೀಕರಿಸಿದರು. ಭೂಮಾಲೀಕರಿಗಾದರೋ ಜೀತಪದ್ಧತಿ ಒಂದು ವರವಾಗಿತ್ತು. ಯಂತ್ರೋಪಕರಣಗಳಿಂದ ಬೇಸಾಯ ಮಾಡುವ ಪದ್ಧತಿ ಇನ್ನೂ ಜಾರಿಗೆ ಬರದಿದ್ದ ಕಾಲವದು. ಮಾನವ ಅಥವಾ ಪ್ರಾಣಿಶಕ್ತಿಯಿಂದಲೇ ಬೇಸಾಯದ ಕೆಲಸ ಮಾಡಬೇಕಾಗಿತ್ತು. ಆದರೆ ಕೃಷಿ ಕಾರ್ಮಿಕರ ಸರಬರಾಜು, ಬೇಡಿಕೆಗಿಂತ ತೀರ ಕಡಿಮೆಯಿದ್ದುದರಿಂದ ಭೂಮಾಲೀಕರಿಗೆ ಜನಶಕ್ತಿಯನ್ನು ಒದಗಿಸಿಕೊಳ್ಳುವುದೇ ಒಂದು ದೊಡ್ಡ ಸಮಸ್ಯೆಯಾಗಿತ್ತು. ಆದಕಾರಣ ತಮ್ಮ ಹಿಡುವಳಿಯಲ್ಲಿ ಸತತವಾಗಿ ಕೆಲಸ ನಡೆಯಬೇಕಾದರೆ ಕೃಷಿ ಕಾರ್ಮಿಕರನ್ನು ತಮ್ಮ ಬಂಧನದಲ್ಲೇ ಇರಿಸಿಕೊಳ್ಳುವುದೊಂದೇ ಮಾರ್ಗ ಎಂಬುದಾಗಿ ಭೂಮಾಲೀಕರಿಗೆ ತೋರಿಬಂತು. ಈ ಧ್ಯೇಯವನ್ನು ಸಾಧಿಸುವ ದೃಷ್ಟಿಯಿಂದ ಇವರು ಜೀತಪದ್ಧತಿಯನ್ನು ಸೃಷ್ಟಿಸಿಕೊಂಡರು.
ಪದ್ಧತಿಯ ಅಂತ್ಯ :
