ಫೆಬ್ರವರಿ ೨೧ನ್ನು ಪ್ರಪಂಚಾದ್ಯಂತ ವಿಶ್ವ ಮಾತೃ ಭಾಷೆ ದಿವಸವಾಗಿ ಆಚರಿಸಲಾಗುತ್ತಿದೆ. ಬಹುಭಾಷೆ ಮತ್ತು ಬಹುಸಂಸ್ಕೃತಿಯನ್ನು ಪ್ರತಿಬಿಂಬಿಸಲು ಮತ್ತು ಪ್ರೋತ್ಸಾಹಿಸಿ ಉಳಿಸಲು ಈ ಆಚರಣೆಯನ್ನು ಮಾಡಲಾಗುತ್ತಿದೆ. ೧೯೯೯ರಲ್ಲಿ ಮೊದಲ ಬಾರಿಗೆ ಇದನ್ನು ಯುನೆಸ್ಕೋ ಘೋಷಿಸಿತು. ಇದರ ಮುಂದುವರೆದ ಭಾಗವಾಗಿ ವಿಶ್ವಸಂಸ್ಥೆಯು ೨೦೦೮ನ್ನು ವಿಶ್ವ ಭಾಷೆಗಳ ವರ್ಷ ಎಂದು ಆಚರಿಸಿತು. ೨೦೦೦ನೆಯ ಇಸವಿಯಿಂದ ಪ್ರತಿ ವರ್ಷ ವಿಶ್ವ ಮಾತೃ ಭಾಷೆ ದಿವಸವನ್ನು ಆಚರಿಸಲಾಗುತ್ತಿದೆ. ೧೯೫೨ನೆಯ ಇಸವಿಯಲ್ಲಿ ಅಂದಿನ ಪಾಕಿಸ್ತಾನದ ಭಾಗವಾಗಿದ್ದ ಇಂದಿನ ಬಾಂಗ್ಲಾದೇಶದಲ್ಲಿ ಬಾಂಗ್ಲಾ ಭಾಷೆಯನ್ನು ಅಧಿಕೃತ ಭಾಷೆಯಾಗಿ ಗುರುತಿಸಿ ಘೋಷಿಸಬೇಕು ಎಂದು ಹೋರಾಡಿ ವಿದ್ಯಾರ್ಥಿಗಳು ಸತ್ತದಿನದ ನೆನಪಿಗೆ ಈ ಆಚರಣೆಯನ್ನು ಮಾಡಲಾಗುತ್ತಿದೆ.
ಮಳೆ ಸುರಿಯುವ ಕ್ರಮವನ್ನು ಗ್ರಹಿಸಿದ ಕನ್ನಡಿಗರು ತುಂತುರು ಮಳೆ, ಜಿನುಗು ಮಳೆ, ನರಿ ಮದುವೆ ಮಳೆ, ಸೂಜಿ ಮಳೆ, ಸೋನೆ ಮಳೆ, ಕಾಡು ಮಳೆ, ಜಡಿಮಳೆ ಹೀಗೆ ಮಳೆಯ ಸಾಂದ್ರತೆಯ ಕುರಿತು ಪದಪ್ರಯೋಗಗಳಿವೆ. ಒಂದು ಭಾಷೆಯೊಳಗೆ ಮಳೆಯ ಬಗ್ಗೆ ಇಷ್ಟೊಂದು ಹುಲುಸಾದ ಪದ ಪ್ರಯೋಗಗಳಿವೆ ಎಂದರೆ ಆ ಪರಿಸರದಲ್ಲಿ ಸುರಿಯುವ ಮಳೆಯ ಪ್ರಕೃತಿಯೂ ಹಾಗೆಯೇ ಇದೆ ಎಂದರ್ಥ. ಹಾಗಾಗಿ ಭಾಷೆ ಮತ್ತು ಬದುಕು ಬೇರೆಯಲ್ಲ.
ಭಾರತದ ಮಾತೃಭಾಷೆ ಯಾವುದು ಎನ್ನುವ ಪ್ರಶ್ನೆ ಸಹಜವಾಗಿ ನಮ್ಮನ್ನು ಕಾಡುತ್ತದೆ. ಇಲ್ಲಿಯ ಭಾಷೆಗಳ ಪ್ರಾಚೀನತೆಯನ್ನು ಗಮನಿಸಿದಾಗ ಸಂಸ್ಕೃತ ಅತ್ಯಂತ ಪ್ರಾಚೀನ ಭಾಷೆಯಾಗಿದೆ. ವೇದಗಳು, ಉಪನಿಷತ್ತುಗಳು, ರಾಮಾಯಣ, ಮಹಾ ಭಾರತ, ಭಗವದ್ಗೀತೆ ಎಲ್ಲವೂ ಸಂಸ್ಕೃತದಲ್ಲಿವೆ. ಆದರೆ ಇವೆ ಲ್ಲವೂ ಇಂದು ದೇಶದ ಇತರ ಭಾಷೆಗಳಲ್ಲಿ ಓದಲು ದೊರೆ ಯುತ್ತವೆ. ಆದರೆ ಅರ್ಥೈಸುವಾಗ ಸಂಸ್ಕೃತದ ತಿಳಿವಳಿಕೆ ಅಗತ್ಯವಾಗಿ ಬೇಕಾಗುತ್ತದೆ. ಆದ್ದರಿಂದ ಸಂಸ್ಕೃತ ಭಾರತದ ಮಾತೃ ಭಾಷೆ. ಸಂಸ್ಕೃತ ಉಳಿದರೆ ಭಾರತ ಉಳಿಯಲು ಸಾಧ್ಯ. ಸಂಸ್ಕೃತದಿಂದ ಭಾರತದ ಉಳಿದ ಮಾತೃಭಾಷೆಗಳು ಉಳಿಯಲು ಸಾಧ್ಯ. ಒಟ್ಟಿನಲ್ಲಿ ಭಾರತದ ವಿಶ್ವ ಮಾತೃ ಭಾಷಾ ದಿನಾಚರಣೆಯ ಘೋಷ ವಾಕ್ಯವಾದ “ಏಕ್‌ ಭಾರತ್‌ ಶ್ರೇಷ್ಠ ಭಾರತ್‌’ ಮತ್ತು ಯುನೆಸ್ಕೋದ 2022ನೇ ಸಾಲಿನ ಘೋಷ ವಾಕ್ಯವಾದ “ಬಹುಭಾಷಾ ಕಲಿಕೆಗಾಗಿ ತಂತ್ರ ಜ್ಞಾನವನ್ನು ಬಳಸುವುದು: ಸವಾಲುಗಳು ಮತ್ತು ಅವಕಾಶಗಳು’- ಇವರೆಡೂ ಸಾಕಾರಗೊಳ್ಳಬೇಕಾದರೆ ನಮ್ಮ ಸಂಸ್ಕೃತ ಭಾಷಾ ಅಧ್ಯಯನ ವಿಸ್ತರಣೆಗೊಳ್ಳುವುದು ಅನಿವಾರ್ಯ. ಸಂಸ್ಕೃತದ ಮೂಲಕ ಭಾರತೀಯ ಇತರ ಭಾಷೆಗಳು ಉಳಿಯಬೇಕಾಗಿದೆ ಹೊರತು ಇಂಗ್ಲಿಷ್‌ನ ಮೂಲಕವಲ್ಲ.
ಭಾಷೆ ಸಂಸ್ಕೃತಿಯ ಪ್ರತಿಬಿಂಬ. ಒಂದು ಭಾಷೆಯ ಸಾಂಸ್ಕೃತಿಕ ಪದಕೋಶವನ್ನು ಅನುವಾದಿಸಲು ಸಾಧ್ಯವಿಲ್ಲ, ವಿವರಿಸಲು ಮಾತ್ರ ಸಾಧ್ಯ. ನಮ್ಮ ಸಂಸ್ಕೃತಿಯ ಪದಗಳಾದ ಉತ್ಸವ ಬಲಿ, ಸುಗ್ಗಿ ಕುಣಿತ, ಪಿಂಡಪ್ರದಾನ, ಯಕ್ಷಗಾನ, ಕೀರ್ತನೆ, ವಚನ, ಭೂತಾರಾಧನೆ, ಅಣಿ, ಗಗ್ಗರ, ಕಡ್ತಲೆ ಮುಂತಾದ ಪದಗಳಿಗೆ ಇಂಗ್ಲಿಷ್‌ನಲ್ಲಿ ವಿವರಿಸಲು ಮಾತ್ರ ಸಾಧ್ಯ. ಕ್ರಿಕೆಟ್‌ನಲ್ಲಿ ಬಳಸಲ್ಪಡುವ ನೋಬಾಲ್‌ಗೆ ಕನ್ನಡದಲ್ಲಿ ಪದಕೊಟ್ಟರೆ ಯೋಗ್ಯವಾದ ಅರ್ಥ ಬರುವುದಿಲ್ಲ. ಒಬ್ಬ ವ್ಯಕ್ತಿ ತಲೆಮಾರಿನಿಂದ ಬಳಸಿಕೊಂಡು ಬಂದ ಭಾಷೆಗೆ ಸಾಂಸ್ಕೃತಿಕ ಆವರಣ ಬೆಳೆದಿರುತ್ತದೆ. ಅಂಥ ಸಾಂಸ್ಕೃತಿಕ ವಾತಾವರಣ ಬೆಳೆಸಿಕೊಂಡ ಭಾಷೆಯನ್ನು ಮಾತೃಭಾಷೆ ಎಂದು ಕರೆಯುತ್ತೇವೆ. ಪ್ರಸ್ತುತ ಪ್ರಪಂಚದಲ್ಲಿರುವ ಸುಮಾರು 6,000 ಭಾಷೆಗಳಲ್ಲಿ ಶೇ. 43ರಷ್ಟು ಭಾಷೆಗಳು ಅಳಿವಿನಂಚಿನಲ್ಲಿವೆ ಎಂದು ಗುರುತಿಸಲಾಗಿದೆ. ಇಷ್ಟು ಪ್ರಮಾಣದ ಭಾಷೆಗಳು ನಾಶವಾದರೆ ನಾವು ಕೇವಲ ಭಾಷೆ ಯನ್ನು ಮಾತ್ರ ಕಳೆದುಕೊಳ್ಳುವುದಿಲ್ಲ, ಅದರ ಜತೆಗೆ ಆ ಭಾಷೆಯ ಸಂಸ್ಕೃತಿ ಮತ್ತು ಎಲ್ಲ ಜ್ಞಾನ, ಸಂಪ್ರದಾಯಗ ಳನ್ನು ಕಳೆದುಕೊಳ್ಳುತ್ತೇವೆ.
೧೯೪೭ ರಲ್ಲಿ ಭಾರತದಿಂದ ಪಾಕಿಸ್ತಾನ ವಿಭಜನೆಗೊಂಡಾಗ ಅಲ್ಲಿ ಪೂರ್ವ ಪಾಕಿಸ್ತಾನ, ಪಶ್ಚಿಮ ಪಾಕಿಸ್ತಾನ ಎಂಬ ಎರಡು ಭೂ ಪ್ರದೇಶಗಳು ರಚನೆಯಾದುವು. ಪೂರ್ವ ಪಾಕಿಸ್ತಾನವೆಂದರೆ ಇಂದಿನ ಬಾಂಗ್ಲಾದೇಶ, ಪಶ್ಚಿಮ ಪಾಕಿಸ್ತಾನವೆಂದರೆ ಈಗಿರುವ ಪಾಕಿಸ್ತಾನ. ಪೂರ್ವ ಪಾಕಿಸ್ತಾನದ ಮಾತೃಭಾಷೆ ಬಂಗಾಳಿಯಾಗಿತ್ತು. ಪಶ್ಚಿಮ ಪಾಕಿಸ್ತಾನದ ಮಾತೃಭಾಷೆ ಉರ್ದು ಆಗಿತ್ತು. ೧೯೪೮ ರಲ್ಲಿ ಪಶ್ಚಿಮ ಪಾಕಿಸ್ತಾನ ಮಾತೃಭಾಷೆ ಉರ್ದುವನ್ನು’ ರಾಷ್ಟ್ರಭಾಷೆ’ಯೆಂದು ಘೋಷಿಸಿತು.
ಇದರಿಂದ ಪೂರ್ವ ಪಾಕಿಸ್ತಾನದ ಬಂಗಾಳಿ ಭಾಷೆಯನ್ನು ಮಾತಾನಾಡುತ್ತಿದ್ದವರು ತುಂಬ ಅಸಮಾಧಾನಗೊಂಡರು. ಉರ್ದುವನ್ನು ರಾಷ್ಟ್ರಭಾಷೆ ಮಾಡಿದ್ದನ್ನು ವಿರೋಧಿಸಿ ಪ್ರತಿಭಟನೆ ಮಾಡತೊಡಗಿದರು. ಆಗ ಪಾಕ್ ಇವರ ಪ್ರತಿಭಟನೆಯನ್ನು ಹತ್ತಿಕ್ಕುವ ಪ್ರಯತ್ನ ಮಾಡಿತು.
ಪಾಕ್ ಸರ್ಕಾರದ ನಿಷೇಧವನ್ನು ಮೀರಿ ೨೧-೦೨-೧೯೫೨ ರಂದು ಢಾಕಾ ವಿಶ್ವವಿದ್ಯಾನಿಲಯದ ವಿದ್ಯಾರ್ಥಿಗಳು ಬೀದಿಗಿಳಿದು ಹೋರಾಟ ಮಾಡತೊಡಗಿದರು.
ಪ್ರತಿಭಟನೆ ತೀವ್ರ ಸ್ವರೂಪ ಪಡೆದಾಗ, ಪಾಕ್ ಸರ್ಕಾರದ ಆದೇಶದಂತೆ ಪೋಲಿಸರು ಪ್ರತಿಭಟನಾಕಾರರ ಮೇಲೆ ಗುಂಡು ಹಾರಿಸಿದಾಗ ಢಾಕಾ ವಿಶ್ವವಿದ್ಯಾನಿಲಯದ ಕೆಲವು ವಿದ್ಯಾರ್ಥಿಗಳು ಅಸುನೀಗಿದರು. ಬಾಂಗ್ಲಾದೇಶದ ಮಾತೃಭಾಷೆ ಬಂಗಾಳಿಯನ್ನು ಆಡಳಿತ ಭಾಷೆಯನ್ನಾಗಿ ಮಾಡಬೇಕೆಂದು ಪ್ರಾಣತೆತ್ತ ವಿದ್ಯಾರ್ಥಿಗಳ ನೆನಪಿಗಾಗಿ ಆ ದಿನವನ್ನು ವಿಶ್ವಸಂಸ್ಥೆಯ ಯುನೆಸ್ಕೊವು “ವಿಶ್ವ ಮಾತೃ ಭಾಷೆ ದಿವಸ”ವನ್ನಾಗಿ ಆಚರಿಸುವಂತೆ ಘೋಷಿಸಿತು.
ಮಾತೃಭಾಷೆ ಎನ್ನುವುದು ನಮ್ಮನ್ನು ಯಜಮಾನರನ್ನಾಗಿ ಮಾಡುತ್ತದೆ. ನಮ್ಮ ಮಾತೃ ಭಾಷೆಯನ್ನು ಬದಿಗೆ ಸರಿಸಿ ಬೇರೆ ಭಾಷೆಯನ್ನು ನಾವು ಕಲಿತರೆ ಅದು ನಮ್ಮನ್ನು ಗುಲಾ ಮರನ್ನಾಗಿ ಮಾಡುತ್ತದೆ. ಮಾತೃಭಾಷೆಗೆ ಯಜಮಾನನ ಲಕ್ಷಣಗಳಿವೆ. ಉದಾಹರಣೆಗೆ ಕನ್ನಡಿಗರಾದ ನಮಗೆ ಕನ್ನಡದಲ್ಲಿ ಇರುವಷ್ಟು ಹಿಡಿತ ಬೇರೆ ಭಾಷೆಯಲ್ಲಿ ಬರಲಾರದು. ಇದರಿಂದ ನಮಗೆ ಸ್ವತಂತ್ರವಾಗಿ ಆಲೋಚನೆ ಮಾಡಲು ಸಾಧ್ಯವಾಗುತ್ತದೆ. ಆದರೆ ನಾವು ಒಂದು ಪರಕೀಯ ಭಾಷೆಯಾದ ಇಂಗ್ಲಿಷ್‌ನ ಕಡೆಗೆ ಹೋದಾಗ, ಭಾಷೆಯನ್ನು ಅರ್ಥೈಸಿಕೊಳ್ಳುವುದಕ್ಕೆ ಬಹಳಷ್ಟು ಸಮಯ ವನ್ನು ತೆಗೆದುಕೊಳ್ಳುತ್ತೇವೆ ಹಾಗೂ ಅದನ್ನು ಕನ್ನಡದ ಮೂಲಕ ಅರ್ಥೈಸಲು ಪ್ರಯತ್ನ ಮಾಡುತ್ತೇವೆ. ಆ ಭಾಷೆಯ ಸಾಂಸ್ಕೃತಿಕ ಆವರಣ ನಮಗಿಲ್ಲದ ಕಾರಣ ಅಲ್ಲಿಯ ಒಂದು ಪದವನ್ನು ಯಾವಾಗ ಹೇಗೆ ಬಳಸ ಬೇಕು ಎನ್ನುವ ಪ್ರಜ್ಞೆಯಿರುವುದಿಲ್ಲ. ಆಗ ನಮಗೆ ಸ್ವತಂತ್ರ ವಾಗಿ ಆಲೋಚನೆ ಮಾಡಲು ಸಾಧ್ಯವಾಗುವುದಿಲ್ಲ. ಯಾವಾಗ ನಾವು ಸ್ವತಂತ್ರವಾಗಿ ಆಲೋಚನೆ ಮಾಡುವುದು, ಭಾವುಕವಾಗಿ ಮಾತನಾಡುವುದು, ಕಷ್ಟಕ್ಕೆ ಸ್ಪಂದಿಸಲು ಸಾಧ್ಯವಾಗುವುದಿಲ್ಲವೋ ಆಗ ನಾವು ನಮ್ಮ ಯಜಮಾನತ್ವವನ್ನು ಕಳೆದುಕೊಳ್ಳುತ್ತೇವೆ.
ಹಿಂದಿನ ಪೂರ್ವ ಬಂಗಾಳದಲ್ಲಿ, 1952 ರಲ್ಲಿ ಬಂಗಾಳಿ ಭಾಷಾ ಚಳುವಳಿ ಪ್ರಾರಂಭವಾದಾಗ, ಅಂತಾರಾಷ್ಟ್ರೀಯ ಮಾತೃಭಾಷಾ ದಿನಾಚರಣೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಮೊದಲ ಹೆಜ್ಜೆ ಇಡಲಾಯಿತು. ಅದಾದ 3 ವರ್ಷಗಳ ಬಳಿಕ, ಅಂದರೆ 1955 ರಲ್ಲಿ ಬಾಂಗ್ಲಾದೇಶದಲ್ಲಿ ಭಾಷಾ ಚಳುವಳಿ ದಿನವನ್ನು ಆಚರಿಸಲಾಯಿತು.
1999 ರಲ್ಲಿ, ಯುನೆಸ್ಕೋ ಫೆಬ್ರವರಿ 21 ಅನ್ನು ಅಂತಾರಾಷ್ಟ್ರೀಯ ಮಾತೃಭಾಷಾ ದಿನವನ್ನಾಗಿ ಘೋಷಿಸಿತು. ಅದಾಗಿ ಒಂದು ವರ್ಷಕ್ಕೆ ಅಂತಾರಾಷ್ಟ್ರೀಯ ಮಾತೃಭಾಷಾ ದಿನದ ಉದ್ಘಾಟನಾ ಸಮಾರಂಭ ನೆರವೇರಿತು.
ಕಳೆದ 15 ವರ್ಷಗಳಿಂದಲೂ ಅಂತಾರಾಷ್ಟ್ರೀಯ ಮಾತೃಭಾಷಾ ದಿನಾಚರಣೆಯನ್ನು ಒಂದು ಥೀಮ್‍ಗೆ ಅನುಗುಣವಾಗಿ ಆಚರಿಸುತ್ತಾ ಬರಲಾಗುತ್ತಿದೆ. 2006 ರಲ್ಲಿ ಈ ದಿನಾಚರಣೆಗೆ ಪ್ರಪ್ರಥಮ ಬಾರಿಗೆ ಥೀಮ್ ಅನ್ನು ಜೋಡಿಸಿದಾಗ ಆಯ್ಕೆ ಮಾಡಿಕೊಂಡಿದ್ದು “ ಭಾಷೆಗಳು ಮತ್ತು ಸೈಬರ್‌ಸ್ಪೇಸ್‌” ಎಂಬ ಥೀಮ್ ಅನ್ನು. ಅದರ ಮರು ವರ್ಷ, ಅಂದರೆ 2007 ರಲ್ಲಿ “ಬಹು ಭಾಷಾ ಶಿಕ್ಷಣ” ಥೀಮ್ ಇತ್ತು. 2022 ರ ಅಂತರಾಷ್ಟ್ರೀಯ ಮಾತೃಭಾಷಾ ದಿನಾಚರಣೆಯ ಥೀಮ್ “ಬಹು ಭಾಷಾ ಕಲಿಕೆಗೆ ತಂತ್ರಜ್ಞಾನದ ಬಳಕೆ: ಸವಾಲುಗಳು ಮತ್ತು ಅವಕಾಶಗಳು”. ಇದರ ಮುಖ್ಯ ಉದ್ದೇಶ. ಬಹುಭಾಷಾ ಶಿಕ್ಷಣವನ್ನು ಮುನ್ನಡೆಸುವಲ್ಲಿ ತಂತ್ರಜ್ಞಾನದ ಪಾತ್ರವನ್ನು ಮತ್ತು ಪ್ರತಿಯೊಬ್ಬರಿಗೂ ಗುಣಮಟ್ಟದ ಬೋಧನೆ ಮತ್ತು ಕಲಿಕೆಯ ಅಭಿವೃದ್ಧಿಯನ್ನು ಬೆಂಬಲಿಸುವದರ ಬಗ್ಗೆ ಚರ್ಚಿಸುವುದಾಗಿದೆ.
